the Government of Hongkong
Sir,
I have to acknowledge receipt of your despatch No. 144 of the 8th August, respecting the late accident at the Convict Hulk off Green Cutter's Island, whereby certain Chinese prisoners lost their lives.
I enclose a copy of the verdict returned by the jury at the Coroner's Inquest, with some remarks added to their verdict.
You state that "the remarks of the Jury as to the fitness of the boat employed from the transport of the Convicts have received attention"; but your despatch leaves doubtful whether they have received such attention as they deserved.
